Sewage & Drinking Water, 4. Education, 5. Health, 6. Cleanliness, 7. Taxes, 8. Polution Free Ahmedabad, 9. Traffic & Parking, 10. Public Transport, 11. Youth Employment & Sports, 12. Women & Social Welfare, 13. Vendors & Hawkers, 14. Public Grievances & Food Inspection and 15. Digital Ahmedabad. It was presented by Ahmedabad Saher Congress Samiti.

The Gujarat Pradesh Congress Committee has released its “People’s Manifesto” for 15 municipal corporations across the state, outlining a comprehensive and time-bound roadmap for urban development. The manifesto, branded as “Congress Commitment,” has been announced in key cities including Ahmedabad, Surat, Rajkot, Jamnagar, Bhavnagar, Surendranagar and Porbandar.
According to party leaders, the document is not a conventional election manifesto but a reflection of the aspirations, expectations and trust of millions of citizens. It has been prepared after extensive public outreach through campaigns such as “Congress Aapne Dwar” and “Janmanch,” where leaders directly engaged with residents to understand their day-to-day issues.
The manifesto was formally launched in Ahmedabad in the presence of senior Congress leaders including former Union Minister Bharatsinh Solanki, Manifesto Committee Chairman Shailesh Parmar, City President Sonalben Patel, and other key office-bearers. Similar launch events were held across major cities with participation from local leadership.
The manifesto places strong emphasis on improving urban infrastructure, public services and quality of life. Key commitments include:
- Strengthening door-to-door waste collection, river cleaning and increasing green cover to promote environmental sustainability
- Ensuring clean drinking water with adequate pressure in every household and separating sewage and drinking water lines
- Introducing modern stormwater drainage systems to address waterlogging issues
In the healthcare sector, Congress has promised:
- 24×7 functional health centres in every ward
- Free diagnostic and treatment services
- Free health check-ups for senior citizens
- Establishment of multi-speciality hospitals at the city level
On education and youth development, the party has proposed:
- Modern schools in every ward
- Digital libraries, WiFi zones and AI-based learning
- Free coaching for competitive exams
- Skill development and employment-oriented training centres
Addressing unemployment, the manifesto promises immediate permanent recruitment in municipal bodies, an end to the contract system, and priority for local youth.
For women, proposals include:
- Tax relief on property and vehicles
- Dedicated pink parking and toilet facilities
- Hostels and childcare centres for working women
- Strengthened safety mechanisms
The document also highlights welfare measures for senior citizens, development of sports infrastructure, and promotion of digital governance with anti-corruption mechanisms.
Recognising the role of the informal sector, the manifesto promises legal recognition for street vendors, creation of vendor zones, and a simplified tax system.
In housing, the party has proposed a “rehabilitation first, demolition later” policy along with affordable housing schemes for economically weaker and middle-income groups.
Speaking at the launch, Bharatsinh Solanki said the manifesto has been prepared by directly listening to the people, and every point reflects public sentiment. He emphasised that politics for Congress is aimed at bringing meaningful change in people’s lives.
Party leaders collectively stated that the document is a clear and accountable blueprint, and all commitments will be prioritised for immediate implementation if the party comes to power.
While manifestos for seven major cities have been released, Congress leaders said similar documents for the remaining municipal corporations will be announced in the coming days.
The party described the “People’s Manifesto” as a people-centric governance framework, aimed at delivering transparent, accountable and inclusive urban development across Gujarat.
