₹48,000-Crore Project to Generate Up to 20,000 Jobs During Construction and Around 5,000 Jobs Once Operational
Guwahati/Ahmedabad, 20 September 2026: Assam Chief Minister Dr. Himanta Biswa Sarma today laid the foundation stone for Adani Power Limited’s (APL) 3,200 MW Ultra-Supercritical Thermal Power Plant (USTPP) at Chapar in Dhubri district of lower Assam.
The project entails an investment of approximately ₹48,000 crore and is expected to generate up to 20,000 jobs during the construction phase and around 5,000 jobs once operational. Commissioning of the project is scheduled in phases from December 2030.

The foundation stone ceremony was attended by senior members of the State Government, industry leaders, local community representatives and Mr. Jeet Adani, Director, Adani Group.
The Chapar project forms part of a ₹63,000-crore power investment in Assam. This includes approximately ₹48,000 crore for the Chapar plant and around ₹15,000 crore for two Pumped Storage Plants (PSPs), with a combined capacity of 2,700 MW, through Adani Green Energy Limited (AGEL).
Across sectors, the Adani Group’s investments in Assam are expected to exceed ₹80,000 crore, with projects across power, aviation and cement moving from commitments to execution. These investments are expected to create jobs, strengthen infrastructure and generate new economic opportunities across the state over the next three to four years.
The thermal power project will also create opportunities for local contractors, suppliers, transport operators and service providers, enabling them to participate in the expanding vendor ecosystem associated with the Adani Group’s investments in Assam.

Dr. Himanta Biswa Sarma, Chief Minister of Assam, said:
“Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0. With an investment of nearly ₹48,000 crore, this project will constitute one of the largest single investments ever made in Assam. Besides providing massive employment opportunities, the State will also benefit through increased economic activity and SGST revenues, while local industries and enterprises will have opportunities to participate in the emerging ecosystem.”

Speaking about Assam’s geographical advantages, Mr. Jeet Adani also said that the state could become a “battery” for India and contribute to powering the country’s future growth.
Four 800 MW Units
The Chapar plant will comprise four 800 MW units and will use ultra-supercritical technology featuring high-efficiency systems and modern environmental safeguards.
Once commissioned, the plant will provide power for Assam’s household, commercial and industrial requirements, strengthening the state’s energy base.
₹63,000-Crore Power Investment
The Adani Group’s ₹63,000-crore power investment in Assam comprises:
- ₹48,000 crore for the 3,200 MW Chapar thermal power plant.
- Approximately ₹15,000 crore for two Pumped Storage Plants with a combined capacity of 2,700 MW through AGEL.
- Smart metering projects being implemented by Adani Energy Solutions Limited (AESL) to support the modernisation of Assam’s power distribution infrastructure.
Aviation and Other Investments
In the aviation sector, the Group’s investments include Terminal 2 at Lokapriya Gopinath Bordoloi International Airport (LGBIA), Guwahati, which became operational on 22 February 2026. The terminal is expected to strengthen connectivity and support Assam’s industrial development.
The Group has also committed investments in the cement sector as part of its broader investment plans for Assam.
Adani Foundation’s Community Initiatives
The Adani Foundation, the socio-economic and development arm of the Adani Group, has reached more than 8,000 flood-affected families in upper Assam’s Sivasagar and Dhemaji districts with food, medicines, sanitation and hygiene supplies.
Around Guwahati, the Foundation’s initiatives cover 19 villages in Kamrup Rural district, with programmes spanning education, healthcare, livelihoods, community infrastructure and climate action.
Project Background
Earlier, in October 2025, Adani Power Limited emerged as the successful bidder through a competitive bidding process to establish the 3,200 MW power plant.
The company subsequently received the Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
The Chapar project is expected to add significant generation capacity to Assam while creating employment and business opportunities across the state during its construction and operational phases.
