Today in a Press Conference at Gujarat Legislative Assembly at Gandhinagar, Leader of Opposition from Congress party, Amit Chavda said that for the last 3 decades, corruption has become a norm in Gujarat under BJP Rule, Commission System is prevailing, with the Blessings of the People running Government without any Shame or Fear, People’s Tax Payer’s is being Looted Openly through Syndication, one after another Scams are Coming on Surface.
LOP Chavda touched upon Series of Corruption in BJP rule and placed demand to state Chief Minister.
• First from Nal Se Jal, MGNREGA and now a Scam Worth Crores of rupees in GIDC.
• Corruption Exceeding Rs 100 Crores in GIDC.
• The highest number of extra Excess Bills were Paid during Tenure of GIDC Chief Engineer Ramesh Bhagora. Get the Corruption Investigated by Agencies Concerned
• Financial Irregularities Worth Rs 60 crores found in Preliminary Investigation of Principal Accountant General (Audit).
• Form an Investigation Committee and get the Entire GIDC Scam investigated.
• Why ED-IT is not investigating Corrupt People.
On Large Scale, Scam worth Crores of Rupees Nal Se Jal Scheme, Scam Worth Crores in MGNREGA, Scam Worth Crores in Land are going on in Gujarat Stealthily. Many Scams have come to Surface in GIDC before, corruption is widespread, the Network in GIDC is running with a Systematic Method of Pocketing Money in the Name of Industrial Development.
In June, Audit Department Submitted a Preliminary Copy of Audit Report by Principal Account General. In GIDC tender, based on Tender Amount Contract is awarded , later Crores of Rupees are Paid as Extra Excess Bill. According to Grave Lapse Noticed in the Audit Report, about Rs 35 Crores have been Paid to the Favourite Agency Without any Tendering Process, Without Any Work Contract.
The Audit also Revealed that the Conditions in Laid Down in the Tender have been Amended to Benefit Favourite Companies. Though the company Provided Wrong Information, it has been Amended and a Fixed Company has been Benefited. In particular, the company has been Benefited by Not Paying the amount of about Rs 3.50 crores to FMG (Freight,Movement and Gathering) for Testing which is to be Recovered from that Agency/Company. In some places, Equipment related to Air Pollution was to be Installed, especially in Dahej and Vapi areas, apart from the Equipment Installation Work, about Rs 6.50 Crores have been Paid Directly Without its Certificate.
Even though the Tender had already been Placed or the Items were to be Supplied to the Vender, Conditions were Amended the Expenses were also Paid by GIDC. Agencies have been Benefited with an Amount Exceeding Rs 3.50 Crores. If we look at Preliminary Report, an Amount of Rs 60 Crores has been swallowed from GIDC by Certain Officials and Corruption has been done. In addition, Amit Chavda said that I have received a complaint from an Alert Citizen as an Evidence that a Syndicate of Certain Officials is Prevailant which Systematically does Scam worth Crores of Rupees.
GIDC Chief Engineer Ramesh Bhagora’s Tenure has been Full of Controversies. From Beginning of his Tenure, Despite being Disqualified, he got many Promotions, he was given Additional Charge of many Posts. He was made Chief Engineer without Qualification and was given Extensions post Retirement. According to the Complaints and Details received, in his Tenure, extra Excess Bills worth Rs 150 crores have been Paid. Generally for any Contractor in any Department payment clearance of Extra Excess Bill , would takes months togather. In Bhagora’s Tenure, Extra Excess Bills were cleared in a matter of Few Days and that to the tune of Rs. 150 crores were Paid Swiftly post Retirement Period. Also, his Favourite Officers were given Postings in many Preferential Places. Officers who Didnot Support him in Wrong Doings were Sidelined. Even after Complaints from Top Officials of his Department, No Action Against him was Taken.
It is learnt that he was Instrumental in many Election Work in some district working for Elections Funds and became Influential on his Higher Ups, was receiving blessings from Political front.
While the June Audit report has Exposed Corruption through Clean Para, and Provided Details of Direct Irregularities of Rs 60 Crores have been made, yet Fearlessly on 1st July Again an Excess Payment Exceeding Rs 30 crores was made in a Tender.
It Clearly Means that Fearlessly Corruption is being done with Blessings of such officials and others. Gujarat Congress demand from state government that Chief Minister talk about Operation Gangajal and advises newly elected Sarpanchs in the Sarpanch Function not do corruption, not only Departmental Enquiry but probe by ED and IT should be made, which done with other people.
