Uttarayan Festival in Gujarat with strict rules amid Coronavirus

Amidst Coronavirus epidemic, there is good news for kite-lovers. Gujarat High Court has ordered against an application in connection with celebration of Uttarayan festival. In which kite flying is not banned.

However, Uttarayan will have to be celebrated with strict implementation of the rules as per the order of the High Court. Violators will be prosecuted under the IPC and the Disaster Management Act.

Rules to be followed during this Uttarayan festival

  • Not allowed to fly kites in public places-roads and open fields.
  • Following Coronaviru, Uttarayan should be celebrated only with close family members.
  • No persons without face masks should gather on terrace of society-flats to fly kites.
  • Mandatory social distance rules and sanitation must be arranged.
  • No members-guests other than residents of the flat or society are allowed on terrace. If this rule is violated, Chairman-Secretary of society will be held responsible and action will be taken against him.
  • Prohibition of gathering of large group of people on the terrace of a flat or society.
  • Do not use loudspeakers, DJs and music system.
  • Individuals over 3 years of age, persons with co-morbidities, children under 10 years of age are recommended to stay indoors.

  • Do not put writing, slogan or any kind of photos on the kite, so as not to hurt anyone’s feelings.
  • Prohibition on Chinese tukkal, synthetic glass and plastic manja (cord).
  • People going to buy kite markets in Raipur, Jamalpur, Mint, Naroda etc. areas will have to implement Covid-19 protocols. The police have to be helpful.
  • Strict enforcement of rules for night curfew in Ahmedabad, Vadodara, Rajkot and Surat.
  • Intensive patrolling and surveillance will be maintained to ensure that all the above rules are enforced with the help of drones and CCTV.
  • If any person is found violating these rules and instructions, he / she will be penalized under IPC and Disaster Management Act.
