- Gujarat Assembly session has started from today. It will last for 25 days. The Budget Session started at 12 noon. Gujarat Governor Acharya Devvrat addressed the House in beginning of Budget session. In today’s session, first of all, tribute was paid to deceased members and then paper leak bill was presented in the house. Home Minister Harsh Sanghvi presented the Gujarat Public Examination Bill 2023 in state Legislative Assembly. Minister of State for Home Harsh Sanghvi, while presenting the bill, said that selfish and anti-social elements work against development. He said that paper does not leak but man and policy leaks it. Strict provisions in the bill On first day of the budget session of the Gujarat Assembly. According to the bill, there is a provision of 1 lakh fine and 3 years imprisonment to applicant who commits crime. Staff involved in the leak of the examination paper will be suspended with a fine of 1 lakh and 3 years imprisonment and accused will be punished with 10 years imprisonment and a fine of 1 crore while those who help in the paper leak will also be punished. Along with this, as per the provisions of the bill, property of the guilty will be confiscated to cover the expenses of the examination and at the same time the applicant involved in the malpractice will be banned for 2 years and will not be able to appear in other examinations.
- A non-bailable offense will be registered against the accused of paper leak and officers above PI can investigate the case of paper leak scandal. Paper does not leak by itself but man and policy leak: Minister of State for Home Harsh Sanghvi said while presenting the Sanghvi Bill that some selfish and anti-social elements anti-development elements are doing crime. Such people cause harm due to applicants. He said that this paper does not rot, man and policy leak. Some elements do this by taking shortcuts for getting jobs. Bringing a strict law for this is need of the hour.
- States like Uttar Pradesh Haryana, Uttarakhand have brought strict laws in this regard. The laws of all these states have been studied.Currently there is no strict law so the law needs to be tightened. Minister of State for Home Harsh Sanghvi said that at present there is no strict law in the case of paper leak case, so the person escapes through loopholes. Currently there is no strict law so it is necessary to make the law stricter. He said that Gujarat ATS and police were keeping a watch on coaching classes in Vadodara since 3 days ago. Three days ago, the police came to know where the paper is coming from. The person who leak the paper had gone to take paper of Haryana and the paper of Gujarat arrived. The accused could not find anyone in Gujarat, so he gave the paper in another coaching class and it was decided to translate it and send it to Vadodara. He said that I started getting missed calls on my phone so I thought that the paper was leaked. When Chief Minister was told in midnight, he immediately instructed to cancel the exam.
- After criticism of the Congress, the debate on this bill started in the House. Congress party leader Amit Chawda said that “Der aye, duroost aye.. with what hard work and struggle youth and family complete their studies and when they go to take the exam, they find out that the paper got leaked.” Congress condemned repeated paper leak of competitive exams in Gujarat. Now about 10 lakh junior clerk candidates felt that double engine government has started churning paper at a double speed.

Be it earthquake or Coronavirus, Gujarat has faced every calamity. The government had two decades of performance. State will benefit from tax relief on sugar meal in the central government’s budget. Gandhinagar is connected with Mumbai by Vande Bharat train. The Governor’s address to the House was stopped in the House. The address was concluded without objection from the opposition and the remainder of the address was deemed to have been read. The Governor thanked the opposition.
